The MCCS Education Center, located in Building 3010, provides a wide-variety of education-related services to the MCLB Albany community including the full range of Marine Corps Lifelong Learning Programs such as Tuition Assistance, Voluntary Education, the Sailor/Marine American Council on Education Registry Transcript (SMART), Military Academic Skills Program (MASP), and the United Services Military Apprenticeship Program (USMAP). Information, counseling, advice, and referral services are available FREE to all active-duty service members, family members, civilian employees, retirees, and others affiliated with MCLB Albany.

Learning opportunities are offered by local institutions such as Albany Technical College, Darton College, Albany State University, Valdosta State University, and Troy University, as well as through countless distance learning options. Lifelong Learning is an authorized DANTES Test Center providing credit-by-examination tests such as CLEP, DSST, and ECE. Other services include resources on financial aid, computer-adaptive career/education software, and information for parents of school-aged family members.

Tuition Assistance (TA)

DoD Directive 1322.8E, Voluntary Education Programs for Military Personnel, establishes that tuition assistance shall be provided for service members and that the amount of support available to each service member shall be uniform across the Military Services.

Service members interested in participating in voluntary education programs shall be provided guidance and counseling services by qualified personnel so they can make the most efficient use of Government resources and the most effective use of their own time, money, and effort.

The Marine Corps Tuition Assistance Program is governed by MCO P1560.25C  and is updated annually.

The United Services Military Apprenticeship Program (USMAP)

USMAP in an apprenticeship program registered with the Bureau of Apprenticeship and Training, Department of Labor, Washington, DC. USMAP enables participating personnel in the Navy, Marine Corps, and Coast Guard to earn national certification as Journey Workers in specific occupational fields in accordance with standards established by the authority of the Secretary of the Navy, the Chief of Staff, U.S. Coast Guard, and the Secretary of Labor. The Chief of Naval Education and Training (CNET) manages the USMAP.

The program's major purpose is to document service members' training and skills learned while performing their military jobs. Completion of the program can, incidentally, qualify members for employment in a recognized civilian trade upon fulfillment of military service.
